Having trouble with "water freeze protection" and HVAC systems?

Hi, I work at a hotel, and we use an enclosed water cooling system with our HVAC. Unfortunately I've gotten maintain them haha. Anyway, they are ClimateMaster units, combined with a CXM electronic heat pump control.

Often times during the heating months we have trouble with them locking out and not heating, due to what the control board calls "Water Coil Freeze Protection". Any suggestions on how we can fix, or work with this?|||Whats the loop water temperature?

You could have a circulation problem or a heat exchanger condition problem.

Assuming refrigerant charges are correct.

What has been checked?|||Here's a pdf on this system: the first selection shown

The troubleshooting guide shows that an Fp1 fault code has the following causes:

Cooling mode:

Bad thermister

Heating mode:

Reduced or no water flow

Inadequate antifreeze level

Improper freeze protect setting 30 degrees F vs 10 d F

Water temperature out of range

Solutions for each cause are on the Guide.
